புதிய பென்சன் திட்ட மசோதா நிறைவேறுமா?
ஓய்வூதிய நிதி ஒழுங்குபடுத்தும் மற்றும் வளர்ச்சி ஆணையம் (ஞகுசுனுஹ) புதிய பென்சன் திட்டத்தை செயல்படுத்தி வருகிறது.அதுதான் ஓய்வூதிய நிதியை கையாளு வதற்கான அறக்கட்டளை வங்கியையும், பதிவேடுகள் காப்பக நிறுவனத்தையும், அம லாக்க அறக்கட்டளையையும், ஓய்வூதிய நிதி நிர்வாக அமைப்புகளையும் (CPS), பென்சன் வழங்கும் ஆனுவிட்டி கம்பெனிகளையும் நியமித்து செயல்படுத்துகிறது.
இந்த ஆணையம் இப்போது இடைக்கால ஆணையமாக செயல்படுகிறது. அதன் பதவிக் காலம் இரண்டாண்டுகள்தான். அதன் பின் சட்டப்படியான ஆணையம் வந்துவிடும் என்று பாஜக மத்திய அரசு போட்ட இடைக் கால ஆணைய அமைப்பு உத்தரவு 2003ல் கூறியது.ஆனால், சட்டப்படியான ஆணையமில் லாமலே நிர்வாக உத்தரவு மூலம் புதிய பென் சன் திட்டம் 22.10.2003ல் பாஜக அரசு போட்ட உத்தரவு மூலம் மத்திய அரசு 1.1.2004 முதல் அமல்படுத்தி வருகிறது.அதன்பின் வந்த காங்கிரஸ் கூட்டணி அரசு முதலில் ஒரு அவசரச் சட்டம் மூலம் இந்தஆணையத்தை சட்டப்பூர்வமாக்கமுயன் றது. 6 மாதம்தான் அது செல்லுபடியாகும்.
அதற்குள் நாடாளுமன்றத்தில் மசோதா கொண்டு வந்து அந்த ஆணையத்தையும் புதிய பென்சன் திட்டத்தையும் சட்டப்பூர்வ மாக்கிவிடலாம்என்றுகாங்கிரஸ்ஐ.மு.கூட்டணி அரசு திட்டமிட்டிருந்தது. ஆனால், அவசரச் சட்டம் காலாவதியாகும் முன் ஒரு மசோதா கொண்டுவர முடியவில்லை. 2005 மார்ச்சில் நாடாளுமன்றத்தில் “ஓய்வூதிய நிதி ஒழுங்கு படுத்தும் மற்றும் வளர்ச்சி ஆணைய மசோதா 2005” என்பதை அறிமுகப்படுத்தியது. இடது சாரிகளின் எதிர்ப்பால் அந்த மசோதா 14வது நாடாளுமன்றம் முடியும்வரை சட்டமாக நிறை வேற்ற முடியவில்லை. அந்த மசோதாவும் காலாவதியாகிவிட்டது.
6th CPC had recommended not to merge 50% of Dearness Allowance (DA) Parliament was informed today
The 6th Pay Commission had recommended not to merge 50% of Dearness Allowance (DA) for government employees with their basic pay, Parliamentwas informed today.
The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage,' Minister of State Finance Minister Namo Narain Meena said in a written reply to the Lok Sabha.
Government accepted this recommendation, he said, adding that the recommendations of the 6th Pay Commission were given effect from January 1, 2006.
Some Central Government Employees Associations have been demanding for the merger of 50% DA with Basic Pay and the constitution of 7th Pay Commission.

SECONDARY GRADE TEACHER INCLUDING PHYSICAL
EDUCATION TEACHER AND EQUIVALENT CATEGORIES
The existing scale of pay of Secondary Grade Teacher is
Rs.5200—20200 + Grade Pay of Rs.2800. The revision of scale of pay
sought for by the associations is Rs.9300—34800 + Grade Pay of Rs.4200.

The Commission observed that based on the recommendations of the Fourth
Tamil Nadu Pay Commission, the Junior Assistants and Secondary Grade
Teachers were granted an identical scale of pay of Rs.610—1075 with effect
from 1-10-84. Subsequently based on the recommendations of the Fifth
Tamil Nadu Pay Commission, the Junior Assistants in the Ministerial Service
were granted the revised scale of pay of Rs.975—1660 and the Secondary
Grade Teachers were granted the scale of pay of Rs.1200—2040 with effect
from 1-6-88. Consequent on the grant of higher scale of pay to Secondary
Grade Teachers due to the transition to Central scales of pay to State
Government employees, the Ministerial Junior Assistants were placed on
lower scales of pay as compared to the pre-revised scales of pay. The
Secondary Grade Teacher which was on par with Junior Assistants were
placed on par with Ministerial Assistants. However, to alleviate the difference
in emoluments among these categories an alternative benefit in lieu of scale
revision at the rate of 5% of basic pay as on 1-8-92 was granted as personal
pay to these categories. Likewise the Official Committee 1998 has granted the
corresponding revised scale of pay of Rs.4000—6000 to Secondary Grade
Teachers with effect from. 1-1-96. Subsequently, based on the
recommendations of the One Man Commission, 1998 the scale of pay of
Secondary Grade Teachers has been revised from Rs.4000—6000 to
Rs.4500—7000 above that of the Ministerial Assistants. Considering the wide
difference in the pay scales between the Teachers and Ministerial categories,
